[The following is the preamble to the well-known Mahouka historical document The Course 2 Student Manifesto. Further excerpts will be released in the coming weeks as this defined an ideology that shaped the nature of politics between magicians and non-magic users for over a century after it was first published.]

A spectre is haunting Japanese High School–the spectre of Weeds.
All the Powers of old Blooms have entered into a holy alliance to
exorcise this spectre: Senpai and Vice President, Club President and Ambitious Kouhai,
Bloom Radicals and Discipline Committee members.

Where is the party in opposition that has not been decried as
Weeds by its opponents in power? Where is the Opposition
that has not hurled back the branding reproach of Weed,
against the more advanced opposition parties, as well as against
its reactionary adversaries?

Two things result from this fact.

I. The Course 2 students are already acknowledged by all Course 1 Powers
to be itself a Power.

II. It is high time that Course 2 students should openly, in the
face of the whole world, publish their views, their aims, their
tendencies, and meet this nursery tale of the Spectre of
Weeds with a Manifesto of the class itself.

To this end, Course 2 students of various nationality have
assembled at school, and sketched the following Manifesto, to be
published in the Japanese and just Japanese languages.
